KDE Neon and Ubuntu Mate are Ubuntu under the hood. KDE Neon has the KDE Plasma 5 desktop as a continuously updated component. Ubuntu Mate uses the Mate desktop environment, which is older, less sophisticated but more stable, reliable and faster on older computers. But the distros are fully compatible.

Manjaro and KDE Neon are based on the Plasma desktop. Manjaro is a rolling distro, so it gets very fast updates, the moment new software versions are released. Neon gets this only for the Plasma desktop component. Otherwise, Neon is Ubuntu LTS under the hood.
