Photopea is an excellent Chrome OS replacement for Photoshop (or GIMP), but it is much more complicated to use than MS Paint.
Really light and fast, it has a lot of extra features, but it's sharp, which makes it powerful but not complicated (looking at you, Gimp). In my opinion, it would count as a replacement for Paint.NET. Although if you have this, why would you want a regular MS Paint clone?
Reacts very similar. Has rectangle selection. Cut and paste works well (like painting). It has an undo function. When a file is opened for editing, it resizes its own screen. You can stretch the screen with the mouse just like painting.

Although Seashore is now discontinued, it was one of the closest open source equivalents to Microsoft Paint for Mac users. It's a shame it has been discontinued.
