It does not work as netlimitter. We always see it dropping in ping sets.
On Linux, use netfilter to limit ports and applications.
Net Limiter is for Windows, Wonder Shaper will never fit Windows (it is for a completely different operating system).
Discontinued The program is no longer updated. The latest version, 1.20, released in October 2007, can still be downloaded from the official website.
It is only a traffic monitor, you cannot limit traffic.
