It has a full-featured IRC client functionality.
Discontinued The program is no longer updated. The latest version, 2.8.8, released in May 2010, can still be downloaded from the official website.
HexChat is a fork of XChat. Both are full-featured IRC clients.
It is a full-featured IRC client, just like HexChat.
KiwiIRC is a good alternative to HexChat because it is browser-based, easy to use and ready to go. I use it often, and put it on my web sites so that other people can easily access IRC, even if they are totally new to IRC. Basically, HexChat is for advanced users, and KiwiIRC is perfect for beginners while being good enough to please advanced users. That's a rare combination.
Hexchat crashes and has some bugs. AdiIRC also has a portable version.
Suspended Shout development stopped in early 2016 and was replaced by its official community fork: http://alternativeapp.info/software/the-lounge/. See https://github.com/erming/shout

Pidgin is more for general IM protocols like XMPP, ICQ, etc., while HexChat is for IRC chat.
