This makes it difficult for any third-party to track or monitor a user's online activity. Tor also enables users to access websites which are blocked by their ISP or government. It also helps users to bypass censorship and access the Internet anonymously. In addition, Tor can be used to host websites, blogs, and forums anonymously. Tor is free and open source and is used by millions of people around the world.

Matrix.org is a decentralized communication protocol but in no way is it a traffic scrambler or similar.
