Aside from both being in the game engine category, the two have very little in common. One is 2D, the other 3D. One is built as a general purpose game engine, the other targets a very specific market. One is for beginners and rapid prototyping, the other not so much.
Some may think it's excessive, but Unreal Engine can also do 2D, although it's not as sophisticated as RPG Maker. Do you know Octopath Traveler? It's a 2.5D RPG made with UE4.
