Sublime Text is a text editor with some plugins that give it nice features, PhpStorm is a full IDE. For example, XDEBUG is a pain to run in Sublime Text.

Eclipse (plus xDebug and xampp) works well and is completely free. Eclipse itself is easy to install, but tracking down the correct php elements to install and configure for php and xdebug is at least time consuming, if not difficult.

Discontinued Aptana is still under development on GitHub but the latest version, 3.6.1, was released in October 2014. It lacks Java 8/9 features, as well as more recent JavaScript and HTML 5 features.
WebStorm is for JavaScript / CSS. It does not support PHP.
