Pluckeye is free to use and has many more options to customize settings and filters to your own needs. I haven't used anything better really.
It actually provides accountability. With Covenant's eyes and many of the others, simply open a proxy/vpn or search in a different language and have them skipped.

Covenant Eyes uses blacklists while pluckeye uses whitelists. I find pluckeye to be much more effective and it's free. The delay feature is pure genius! The only drawback is that it requires some command line usage for configuration.
